This 3-hour webinar session is provided for transit employees that may be responsible for managing contractors. This session will provide a comprehensive review of third-party contract management starting with the identification of need for contracted service, procurement process, contract award, contract oversight and contract termination or renewal. Many transit providers and communities require contracted services because they may not have the capacity to provide the services themselves. In other cases, contracted services like maintenance, operations and management may prove to be more cost effective through a contract versus in-house. This session will discuss all aspects of contracting services effectively and responsibly while reducing exposure to risk.

Mr. Kelly Shawn is located in the RLS Alexandria, Virginia office. With over 36 years in the transit industry, Mr. Shawn is an experienced trainer, facilitator, and project manager with extensive expertise in small urban, rural, and tribal transportation.
Mr. Shawn is RLS’ Lead Senior Associate for assisting states and local transit systems with the implementation of FTA’s Transit Asset Management (TAM) program and Public Transportation Agency Safety Plans (PTASP). In this regard, Mr. Shawn has provided technical assistance to several states in meeting FTA’s TAM requirements, including Indiana, Maine, New Hampshire, Nevada, Oregon, and West Virginia. He has also provided assistance to several states and public transportation providers meeting FTA’s PTASP requirements, including, Indiana, Oregon, Illinois, New Hampshire, The COMET, Pee Dee, and Rock Hill. In addition, his current and past projects include Project Manager for the NCHRP Task-77 Transit Asset Management national research project; Project Manager for the Concord, New Hampshire Transit Service Plan and Boarding/Alighting Study; North Carolina DOT Statewide Safety and Security Plan and Training Toolkit; National RTAP/Sullivan County, New Hampshire service evaluation and expansion study; Midland, Michigan Transportation Study and Coordination Plan; Wichita Safety and Security Assessment; Wichita Mobility Management and Paratransit Project; and Fairbanks North Star Borough, AK Security Consulting project.
Prior to joining RLS, Mr. Shawn was a project manager for the Community Transportation Association of America (CTAA) where he managed more than 50 operations, service planning, technical assistance, and coordination projects. He also authored and/or contributed to several national research publications including TCRP A-33 Communication with Vulnerable Populations: A Transportation and Emergency Management Toolkit, 201; TCRP A-36 Command Level Decision Making for Transit Emergency Managers, 2012; and TCRP A-37 Paratransit Emergency Preparedness and Operations Handbook, 2012.
Mr. Shawn earned a Bachelor of Science in Business Administration from Lynchburg College, Lynchburg, VA and holds various professional certificates, including Passenger Service and Safety (PASS) Instructor, Certified Community Transit Manager (CCTM), and CTAA Certified Master Trainer. He is also a CTAA Certified Safety and Security Officer.
