The MDOT MTA Office of Local Transit Support is seeking a new Deputy Director.  The duties related to this position include, but are not limited to the following:

 

ESSENTIAL DUTIES & RESPONSIBILITIES

Frequency

Supervise personnel - the position assigns projects to staff members and reviews assignments for accuracy and completion.  Is also responsible for performance evaluations, and all duties associated with MTA/TSHRS and consultant management and personnel requirements.

Program oversight and compliance – the position ensures LOTS and Human Services agencies compliance with State and Federal requirements, including but not limited to Title VI, EEO, ADA, Drug & Alcohol, DBE and procurement.

Grant program management and development – the position is responsible for managing the annual application process for the LOTS and Human Services agencies.  These applications must be revised each year, distributed and then scored in order to allocate funding.  Additionally, all Federal Discretionary grant opportunities will be coordinated by this position, including correspondence, scheduling and reviewing and submittal to FTA.

Program communication and coordination – the position will closely coordinate with the LOTS and Human Services agencies as well as MTA Mobility and various departments across the agency.  This position would also have direct contact with FTA/MDOT senior staff for the purposes of exchanging information, resolving conflict, developing strategic direction, and planning future program activities.

Essential job functions: 
  • Approves for hire, trains, coordinates, evaluates, and recommends for discipline divisional personnel in accordance with County personnel policies and procedures.
  • Consistently manage multiple conflicting priorities, reprioritize tasks and establish priorities to meet deadlines.

  • Develops and implements new programs.
  • Coordinates with media in the marketing and public relation efforts for the division; ensures appropriate dissemination of information to the public. Hold community outreach meetings, as necessary.
  • Manages and develops programs provided via private partnership/contract.
  • Monitors requisitions funding and prepares grants for available funds at the State and Federal level.
  • Prepares reports to include the annual assessment of transportation needs and other financial and statistical reports, as necessary.
  • Develops and directs related advisory committees/boards for the County Commissioners and represents the County Commissioners on Transportation issues as designated by the current board.
  • Advises the department director of trends and provides recommendations for local course of action.
  • Provides information for the Commissioners, through results of local transportation studies, legislation, and models for formation of transportation policies in Charles County.
  • Responds to inquiries from other offices, agencies, officials, the business community and the general public.
  • Manages contractor/contracted service in provision of County wide transit and other public-private partnerships.
  • Researches and makes technology enhancement recommendations to improve transit services. 
  • Coordinates with the State regarding performance measures to ensure continued operation of services.
  • Develops and administers division budget.
  • Performs other related job duties as assigned.
